Delegates will visit the University of Rhein-Waal and meet with University’s president and other administrators and representatives.
The course is delivered in German or Arabic or French for non-English speaking delegates. For the English speaking countries, the language of instruction is English.

Day 1: Collaborative Working and Communication
Develops an understanding of approaches to sustainable and public-focused service delivery. This includes familiarization with the strategic frame in which services are designed, communicated, marketed and delivered to address service users’ needs.
Day 2: Dynamic Public Service Environment
Explores the relevance and impact of government initiatives, public service system models and the development of public services. It covers policy development, political drivers for public service agendas, markets and professionals as well as the importance of the economic context.
Day 3: Managing People and Public Organizations
Provides essential knowledge for managing people in a public organizational context. It investigates the way public organizations and their environments influence the practice of management and the performance of people.
Day 4: Services Planning and Commissioning
Discusses the strategic positioning of public service organizations and the efficient development/review of services, including financial considerations, to deliver these effectively and efficiently. The service planning element includes examination of strategy models, analysis tools, strategy and service implementation, commissioning issues and quality.
Day 5: Leadership and Ethics
Explores the role and impact of leadership in public and NGO organizations. It examines of the impact and relevance of different theories and their application to live case studies.
Delegates will have the opportunity to visit public institutions in Germany. Arrangements are underway to visit Kleve City council, and meet with the city officials and representatives.
At this stage, the course is prepared in Arabic or French for non-English and German speaking delegates. But it is our intention to implement the programme gradually in other Arab countries including the Middle East, and also introduce it at a later stage in English to other African and Asian countries.
